Improving Government Transparency and Accountability Contribution of Information and Communication Technology in Improving Government Coordination, Services and Accountability in Fiji

This paper investigates the impacts of ICT projects on better government coordination, services and accountability in Fiji. Fiji is a country where, in spite of political instability and other governance related problems, a wide range of ICT initiatives are in progress. The paper reports a study, using a structured questionnaire, that investigates first, perceptions of ICT projects and the services they support and second, what is actually delivered. The findings suggest that “There exists a significant relationship between the amount of progress an organization makes towards improved coordination amongst government agencies, services and efficiency and the impact of ICT projects”. It is therefore suggested that future studies should investigate further the link between how ICT is managed and ICT effectiveness focusing on the transformative effects on government behaviour, including transparency and accountability as well as service delivery.
